There have been some positive tendencies in the employment situation and improvements
in the labour market lately. These include an increase in the number of people
employed within the formal economy as well as an increase in economic activity
amongst the working-age population. Employment is diversifying, and a fall in
the unemployment rate has been observed, irrespective of the survey method used.
However, an effective employment policy is still lacking. In addition, the
information basis for interventions in employment remains insufficient as no
holistic research has been conducted to assess the labour force and the labour
market.
Additional positive news includes recent statistics which show an increase
in the number of new business start-ups and a growing proportion of the employed
population working in the private sector. However, the speed of growth remains
hampered by several factors. Medium and small-scale entrepreneurs claim that
inhibitors in the business climate include the lack of legal knowledge possessed
by entrepreneurs, restricted access to new technologies and low levels of membership
of professional associations.
