UNDAF

A new UNDAF for 2016-2020 was signed with the Government of RT on December 18, 2015. It is aligned with the SDGs, the National Development Strategy 2016-2030 and the Mid-term Development Strategy 2016-2020 priorities, and will contribute towards their implementation. It draws on the full range of expertise and resources of the United Nations Country Team (UNCT), government, civil society, and Development Coordination Council (DCC) partners to deliver development results for Tajikistan. The new UNDAF six outcomes on:

1.     Good Governance;

2.     Sustainable and equitable economic development;

3.     Health, education and social protection;

4.     Nutrition and food security;

5.     Inclusion and empowerment of vulnerable groups;

6.     Disaster risk reduction and environment

Full implementation of the UNDAF will require an estimated total of US$ 363 million. This includes around US$ 51 million from regular or core resources and US$ 312 million from other or non-core resources. The total estimated funding gap as of today is US$ 139 million. UNDAF practices joint biannual planning exercises, undertaken by Result Groups that are co-led by Government and UN agencies and overseen by a Joint Steering Committee, co-led by the UN Resident Coordinator and the Ministry of Economic Development and Trade.

OUTCOME 1. GOOD GOVERNANCE
People in Tajikistan have their rights protected and benefit from improved access to justice and quality services delivered by accountable, transparent, and gender responsive legislative, executive and judicial institutions at all levels.

KEY RESULTS IN 2016

•      Capacity building of Ombudsperson for Child’s Rights (established in 2016);

•      7500 vulnerable people (5000 women and 575 PWD) benefited from free legal aid as the NGO based system is transformed into a State one;

•      Support provided to the 2nd cycle of the UPR (preparation & follow up). Tajikistan received 203 recommendations, of which it supported 153 and noted 45;

OUTCOME 2. SUSTAINABLE ECONOMIC DEVELOPMENT
People in Tajikistan benefit from equitable and sustainable economic growth through decent and productive employment; stable energy supply; improved access to specialized knowledge and innovation and more favorable business environment, especially for entrepreneurs and farmers.

KEY RESULTS IN 2016

•       Nationalizing Agenda 2030 through strategic planning at the national, local and sectoral levels:

•        (78% alignment of key strategies, incl. NDS/MTDP with SDGs);

•       Improved livelihoods and employment opportunities for vulnerable people, including poor, rural women, female-headed h/h, refugees:

•       Better income-generation opportunities for 170,000 people (53% women);

•       1500 full time jobs created (1300 women);

•       Promoting  inclusive and sustainable energy solutions for vulnerable population through pilot initiatives:

•       Piloting SHPs for integrated rural development and solar technologies for schools benefiting 40 households and 113 schoolchildren;

•       Enhanced capacities of agriculture producers:

•       > 2500 farmers and experts trained on integrated pest management, seed development, locust control, alternative crop production and introduction of new technologies.   

OUTCOME 3. HEALTH , EDUCATION, SOCIAL PROTECTION
People in Tajikistan benefit from quality, equitable and inclusive health, education and social protection systems.

HEALTH - KEY RESULTS IN 2016

•       Support to development of national level strategies and programmes such as Strategic plan  for family based primary health care 2016-2020;

•       National Programme on HIV in the Republic of Tajikistan for 2017-2020;

•       National Reproductive, Maternal, Newborn, Child and Adolescent Health Action Plan 2016-2020 to strengthen the quality and accessibility of services through, defining RMNCAH services package and its costing;

•       Service delivery: Significant number of children benefited from essential health interventions for example: Deworming - 1,700,000 children; Vaccination– approx. 470,000 children.

EDUCATION & SOCIAL PROTECTION - KEY RESULTS IN 2016

•       Education. Supported 432 Early Childhood Education centers (ECE) serving 10,000 boys and girls with the awareness campaign launched, promising increased enrollment;

•       Ensured that 53% of primary school children are regularly receiving nutritious school meals;

•       Social protection. Supported drafting of the National Social Protection Strategy 2016-2020 based on the life cycle approach facilitating more integrated social protection programme;

•       Supported establishment of a new Unit on Social Protection Policy Analysis under the MHSPP to strengthen M&E system.

OUTCOME 4. NUTRITION AND FOOD SECURITY
The nutritional status of the people in Tajikistan is improved through stable access to sufficient, appropriate and safe food; improved child feeding practices; better water and sanitation and improved access to quality health care.

KEY RESULTS IN 2016

•       Supported inter-sectoral coordination for improved nutrition and reduction of stunting among children;

•       Strengthened Food Security and Nutrition data generation for evidence-based targeting and programming including for management of acute malnutrition and prevention of obesity among women and children;

•       Supported the formulation of the National Food Security Programme (2020) focusing on promotion of domestic production.

OUTCOME 5. Inclusion and Empowerment of Vulnerable Groups
Women, youth, children, persons with disabilities and other vulnerable groups are protected from violence, and discrimination, have a voice that is heard and are respected as equal members of society.

KEY RESULTS IN 2016

•       Supported the reinforcement of Law on prevention of domestic violence through:

           - improved inter-sectoral coordination mechanisms; and

           - developing sectoral policies and practical tools;

•       Supported the Government in addressing the rights of the people with disabilities through:

      - adoption of National programme on rehabilitation 2017-2020;

•       Enhanced understanding of the people on their rights, including:

      - 100,000 people (80% women) were informed on their rights and    

        available services;

     -  4,000 women and  young girls received health and  legal  services;

•       Improved education enrolment among refugee children:

     - 87% refugee children covered by education, including 59% who enrolled in state

       schools.

OUTCOME 6. DISASTER RISK REDUCTION AND ENVIRONMENT
People in Tajikistan are more resilient to natural and man-made disasters resulting from improved policy and operational frameworks for environmental protection and sustainable management of natural resources.

KEY RESULTS IN 2016

•       Supported development of the New National DRM Strategy for 2017-2030 in line with Sendai framework;

•       Emergency and recovery support provided to 8,000 people following disasters;

•       Contributed to reducing the risks of flooding and mudflow in 5 districts bordering Afghanistan through the construction of flood protection facilities.
