The Round Table “Modelling on Optimised Investment Approach for Tajikistan-Sustainable Financing Of National HIV Responses” Conducted In Dushanbe

On May 22, 2015, UN Joint Advocacy Project on HIV/AIDS (UNAIDS, UNDP, UNFPA and UNICEF) in Tajikistan, through technical support of USAID and in cooperation with Republican Center for AIDS under the Ministry of Health and Social Protection of Population of Tajikistan, and other international and local partners organized the round table dedicated to the results of the Research on“Modelling on Optimised Investment Approach for Tajikistan-Sustainable Financing of National HIV Responses”.

The event has brought together around 60 representatives from Regional Centres for HIV and AIDS of Tajikistan, government agencies, networks of people living with HIV, civil society and international organization, as well as decision makers.
Dr. Saifuddin Karimov, Director of the Republican Centre on the Prevention of HIV and AIDSin his opening statementhas mentioned “Dear partners, let me please welcome all of you for this event.  We have gathered here today to review the results of the research on a new investment case module in regards to combating the HIV epidemic. In order to demonstrate its highest political commitment to the fight against HIV and AIDS and to militate against the harmful socioeconomic impact that communities have been subjected to, the National Program to Fight HIV/AIDS in Tajikistan has requested the donor communities to provide technical assistance for the modeling of an optimized investment approach for Tajikistan in the context of sustainable financing of national HIV responses. Today we will present and discuss the results of the study on a new investment case module in the field of HIV and its adoptability in the context of our country.  In conclusion, I would like to wish you fruitful work, which hopefully will be another positive step in combating the HIV epidemic in the country”.
Dr. Ulugbek Aminov, UNAIDS Country Managerhas mentioned“This module is the result of the joint work, which aims to contribute to the development of sustainable financing strategies for the national HIV response in the short-, mid-, and long-term perspective by modelling the impact of alternative investment approaches. Today, we have to chose which scenario mentioned in this document is appropriate for our country”.  
Dr. Zuhra Nurlyaminova, the head of the State Dispensary Department of the National Center for the AIDS Prevention and Control in Tajikistanin her presentation regarding theModeling on Optimised Approach for Tajikistan has mentioned that as a result of the analysis, three scenarios provided for future epidemic trajectories in the context of the development of an HIV/AIDS investment case and sustainable financing strategies of the national response for Tajikistan. Scenario 1: Continue with the current investment allocations and current budget ceiling; Scenario 2: Continue with optimised investment allocations and current budget ceiling; Scenario 3: Continue by scaling up to universal coverage of essential HIV prevention and treatment services.
Participants were informed about these scenarios in detail. As a result of the discussion, the preliminary advantage was given to the scenario 2, which consists from two options: 1.improving allocative efficiency for the prevention and the care and treatment programme components, comprising about 60% of the total budget in 2013; 2.improving allocative efficiency for the prevention and the care and treatment programme components, but reducing allocations for programme management and HR by 20% and using the savings to further improve the allocative efficiency for the prevention and the care and treatment components.
Following the results of the round table, it was discussed to share the present research to all participants of the event for their further review and contribution to select   appropriate scenario tothe context of our country.
