Strategic Plans

After the turbulence and civil war following the collapse of the Soviet Union in 1991, Tajikistan has become a peaceful and rapidly developing country. The overriding aim of the UN, bilateral missions, international financial institutions and NGOs is to eradicate poverty in Tajikistan and to reach the United Nations’ Millennium Development Goals (MDG’s) by 2015, for which coordination is critical.

Coordination within the UN System and between UN agencies and their partners was significantly enhanced mid-2008 by the Joint Country Partnership Strategy (JCPS) process, including preparation of sector strategies for supporting the Poverty Reduction Strategy (PRS) and National Development Strategy (NDS). In January 2009, critical coordination gaps were closed with World Bank and ADB assuming lead agency responsibilities for energy and transportation respectively, and with UN agencies leading environment, disaster management sectors, health, education, and several other key sector groups.

The PRSP, JCPS, UNDAF and the Country Strategy Notes (CSN) and Country Programme Action Plans (CPAPs) are inextricably linked, with the PRS providing direction on “where Tajikistan wants to go and how it plans to get there.” The JCPS outlines “how the international community will work more synergistically and effectively to support the PRS.” The UNDAF describes the many ways in which the UN System will compliment bilateral missions in achieving PRS priorities, with the CSNs/CPAPs indicating the specific contributions and modus operandi of UN agencies within the PRS and JCPS

Poverty Reduction Strategy Paper (PRSP) 2010-2012: The Government initiated formulation of a new PRSP early 2009 with technical support from UNDP, which also ensures input from the Donor Coordination Council and various sector/theme groups. The PRSP will maintain continuity with its original 2007-2009 priorities, as well as the goals of NDS and MDGs and should be completed 1st quarter 2010. 

Joint Country Partnership Strategy (JCPS) 2010-2012: completed jointly by main donor missions, IFIs and UN agencies mid-2009. This ‘living plan” will be continuously revised and re-aligned with the PRSP and with changes in the operational environment.

UN Development Assistance Framework (UNDAF) 2010-2015: endorsed October 2009. Developed through an extensive consultative process involving all stakeholders, the UNDAF therefore complements the work of other donors, and builds on the UN’s comparative advantages.

Country Strategy Notes (CSNs)/Country Programme Action Plans (CPAPS) 2010-2015: the CPAPs of UNDP, UNFPA and UNICEF were concurrently endorsed and launched with the UNDAF in October 2009.

Harmonization of UN Planning Cycles 2010-2015: all ex-comm UN agencies harmonized their cycles in 2009, with their CPAPs and six-year UNDAF 2010-2015 fully synchronized.
