Annex 1

Joint Assessment of Temurmalik Districts Floods, Khatlon Oblast

Conducted by Kulyob REACT Team on 03 May 06

 

Background

 

On the 3rd of May'06, React meeting was convened at DoES office of Kulyab Area to discuss the emergency situation resulted due to floods followed heavy rains during last week. Mr. Khushvakhtov A. the Head of DoES briefed the REACT team members (Oxfam- Mr. K. Goyol & Mr. K. Abduloev, Mission East- Mr. Andrea Masini & Mr. A. Ashurov/ Mr. N. Davlatov, NRCT- Mrs. Sadafmo Alieva and from WFP  Mr. Shodi Shomadov) on flood ccurred at Kulyab and Temurmalik districts resulted:

         

  • In Kulyab district only cotton fields in limited number of farms are affected by floods with no causalities.
  • In Tanobchi Jamoat of Temurmalik district, total of 65 households are affected among them 6 households were seriously affected by the flood.

 

On the same day React team have conducted joint assessment mission to the affected area. The team paid a visit to Tanonbchi Jamoat of Temurmalik, where, Mr Amonov Foteh, Deputy Chairperson of Hukumat, Mr. Jolmatov Nemat, officer of district DoES and Mr. Qayumov Jumakhon, the Head of Jaomat have joined the mission that comprised of representatives from the mentioned organizations. The mission has collected information through key informants / households interviews and direct observation.

 

Assessment findings:

 

·         The heavy rains that continued for 2 days resulted in floods that washed out cattle sheds, kitchen gardens and three houses are totally damaged. Other three houses are partially damaged and considered to be still fit for living.

·         No causalities among the affected-households.

 

Conclusion and Recommendations;

 

REACT team, has conducted a meeting after the field assessment and reached to following conclusion /recommendations;

 

  1. The affected-households are in need mainly for shelter support. Red Crescent Society will provide three tents (for temporary use over the period of rehabilitation for the three mostly affected houses), blankets, mattresses and medicines.
  2. It is recommended that local Hukumat to provide the affected households with construction materials or funds for rehabilitation of their houses.
  3. Mission east in coordination with Oxfam will undertake other assessment aimed at the rehabilitation of kitchen garden through provision of seeds.
  4. Due to the observed vulnerability to food insecurity in 4 of the affected-households who have lost major assets, it is recommended that emergency food assistance provided to them (34 persons in total). WFP will allocate food to the 34 affected persons soon.
